Most people have never heard of John Hogan.
They never voted for him.
They never saw his name on a ballot paper.
Yet he sits at the heart of Ireland's financial administration.
John Hogan is the Secretary General of the Department of Finance and also sits on the Central Bank Commission, the body responsible for overseeing the management and functions of the Central Bank of Ireland.
The Central Bank Commission helps oversee banking regulation, financial stability, monetary policy implementation, and many of the financial systems that affect every person in this country.
This raises an important constitutional question.
If Article 6 of Bunreacht na hÉireann states that all powers of government derive from the people, how much influence should unelected officials have over the financial administration of the State?
Most people spend their time arguing about politicians.
But politicians come and go.
Permanent officials remain.
Governments change.
Departments remain.
Ministers change.
The administrative machinery continues.
The real question is not whether John Hogan is good or bad.
The real question is how much power unelected officials should exercise in a democratic republic, and whether the Irish people fully understand how the State is actually governed.
Because if you do not know who is making decisions, you cannot hold them accountable.

In 2021, it emerged, a private, for profit partnership of 5 consultants at the National Maternity Hospital - Merrion Fetal Health - was insured (indemnified) by the State Claims Agency, ie Irish Tax Payer. In short, this means no accountability, no transparency. 😔
