Tough of course the earliest & latest hour are the most difficult to make as there is only 1-2 countries in it.
And for every challenge all active areas count

Practice didn't started, but he might had to go to courses on his new campus, learn the playbook, move etc.

Do u use the golden berry everytime? Do u have the type badge on max?
Were it normal mons or legendaries?
Do you might have gps problems during that? Maybe try to leave (if the raid still is on the gym long enough), restart app, catch
