The juvenile justice system is being used as a catch-all for social issues it isn't equipped to solve. When a girl runs away, it’s often a cry for help or an escape from a dangerous home environment—not a criminal act.
Hundreds of girls in the US are confined by the juvenile justice system for “status offenses,” like running away or truancy.
