Important to note Japan's complaint about an Indian "promise" here is regarding the decision to use the ETCS signaling standard instead of the Japanese one. The funny thing is that every HSR in the world but Japan uses ETCS, so in effect he's complaining India not being locked on Japanese vendors and eventually making its own trainsets
