Well we've just learned it's not just free agents who can sign in Phase 2.
Names to watch that I've heard have agreed to contracts today with expansion teams include Bilka, Barnes, Schroeder, Guilday, and Knight.
Buckle up!
As Osborne was not on an expiring contract, this signing is neither an EFO or FPO.
However, the AAV has to be of equal value or greater than the previous contract was.

Brianne Jenner's signing was NOT an EFO.
PWHL Hamilton still has their EFO to be utilized on another player. Jenner was a player decision to sign leaving Ottawa to join Hamilton.

A brief reminder that only players who are on an expiring contract can be signed to an EFO.
Players such as Alina Müller, Cayla Barnes, Kayle Osborne, etc. are ineligible for this offer.

Jenner via Instagram: “While it was my intention to to continue and finish my career in Ottawa, the organization has decided to move in a different direction, and my time here has come to a close. From the bottom of my heart, thank you for the memories.”

The Phase 2 signing window for PWHL expansion teams opens today at 12 pm ET.
The PWHL will also process the first round of EFOs at 12 pm ET.
• Expansion teams submitted a 20-player negotiation list (ENTL) yesterday. All unprotected players - free agents and players under contract - were eligible to be listed. Teams can only sign players from this list right now.
• Expansion teams also submitted a 4-player EFO ranking yesterday. That is a ranked list of 4 free agents on their ENTL that the team is interested in signing to an EFO.
• An EFO is a binding offer of $100K or the player's 25-26 salary (whichever is greater) for the 26-27 season.
• If a player is ranked 1st on only one team's list, that player will be assigned to that expansion team at 12 pm ET today. The player then has until Tuesday at 12 pm ET to respond with how long they want the contract to be, from 1-4 years.
• If a player is ranked 1st on multiple lists, that player can negotiate among those teams until Saturday at 12 pm ET, at which point they must have chosen among those teams.
• If a player is ranked 1st on multiple lists, that will require the PWHL to process a 2nd round of EFOs on Saturday at 12 pm ET. Same process will apply, just with the players ranked 2nd among the teams that didn't secure an EFO signing.

@ByEmmaHealy Lots of women around the league have been unsuccessfully applying and trying for head coaching jobs including Rachel Flanagan (Toronto) and Haley Irwin (Ottawa). Trend to follow.
Obviously a ton of online chatter about Daryl Watts not signing in Toronto.
We don’t know what the Sceptres offered, but if Watts is tendered an EFO (and she should be), she’ll earn at least $100k for as many as 4 seasons.
Plus a $20k bonus if she signs for multiple years.
It is now 3pm ET, which means that all PWHL Expansion teams 20-player Exclusive Negotiation Target Lists are now due.
Only players on each team's list are eligible to be signed by that Expansion team during Phase 2.

Fleet GM Danielle Marmer on Alina Müller: “There's nothing that she could have done differently for this decision to have been made differently. … I told her I love her, and that starting now it's the path to get her back here in Boston.”
