As pointed out by @/sleeprhit, the Nintendo Switch 2 is the true victor of this scenario.

Not only is it able to play all 9 of the Switch 1's Pac-Man ports, but Yakuza Kiwami 3 & Dark Ties - which contains Pac-Man for Game Gear - is part of the Switch 2's library.
