Alaska fue anexado en MARZO 30 1867 mediante compra a Rusia.
Hawaii fue anexado en Agosto 12 1898 mediante Resolucion Congresional.
Puerto Rico fue anexado el 10 de diciembre de 1898 por la firma del Tratado de Paris.
Todos obtuvieron VOZ y NO VOTO a partir de 1900 en el Congreso con sus DELEGADOS o COMISIONADOS. Incluso FILIPINAS tuvo representación Congresional intermitente hasta su definitiva Independencia en 1946.
Cuando en 1912 Arizona fue admitido como Estado 48 dejaron de existir los Territorios Continentales por lo que los Territorios y sus Delegados y/o Comisionados pasaron a ser Insulares o de Ultramar. No se visualizaba el asunto de Washington DC como Territorial.
Al ser admitidos como Estados Alaska y Hawaii en 1959 y elegir sus Senadores y Representantes, PUERTO RICO quedó como la UNICA POSESION de Estados Unidos con la figura de un DELEGADO o COMISIONADO hasta 1972.
En 1972 se le otorgaron DELEGADOS a ISLAS VIRGENES y WASHINGTON DC y sucesivamente otras posesiones de Estados Unidos en el Pacífico también lo obtuvieron haciéndole compañía a Puerto Rico.
Ninguna POSESION TERRITORIAL de Estados Unidos ha ostentado por MAS TIEMPO en los 250 AÑOS DE LA NACION la figura COLONIAL con VOZ y SIN VOTO de un DELEGADO y/o COMISIONADO. NINGUNA, por 126 largos años.
Una MANCHA HISTORICA en el EXITOSO LABORATORIO DEMOCRATICO AMERICANO.
