Addressing the IWT 2026 Seminar, Indus Waters Commissioner Meher Ali Shah highlighted the Indus Waters Treaty as a proven conflict-prevention mechanism, sustained through the Permanent Indus Commission. He emphasized that his focus was on the treaty’s operational record rather than political or legal debate, warning that blocked routine communication channels undermine its effective implementation. He described predictable water flows as critical to Pakistan’s national security and survival, noting that over 240 million people depend on the Indus Basin, with agriculture relying heavily on its waters. He also explained that the treaty allocated the eastern rivers to India and the western rivers largely to Pakistan, enabling Pakistan to build its irrigation and agricultural system around this framework—making the treaty a cornerstone of the country’s economy and water security.
