@shaayohn Shelf placement is analogous to search results, but only to an extent. If the Amazon brand always loads first, always shows up at the top of results, always shows up under Highly Rated or under Best Seller, that does n't seem analogous to shelves in a brick-and-mortar store.

@PrellersBurner @jduffyrice Probably has to do with which resources/officials are assigned to each priority type and how the allocation is handled. Maybe "rookies" are assigned to Priority 4 and they are readily available, while department seniors are assigned to higher priority events and are swamped.
