Of course, the owner gave me the classic excuse: "He's never done that before!"
He emptied a clip into two dogs not one.

Do you have experience in situations like that where you can make this expert judgment? I do and I can tell you right now that was just as likely to be an attack as not. I'm going to always err on the side that protects the individual.
