According to the 9/11 Commission staff report 9/11 and Terrorist Travel (August 2004), only two had overstayed their authorized stay by the day of the attacks: Nawaf al-Hazmi (Saudi) — tourist visa; overstayed by roughly nine months. Satam al-Suqami (Saudi) — business visa with a short (one-month) admission; overstayed by about four months. The other 17 were still within an authorized period of admission on 9/11, though several had other violations: Mohamed Atta and Marwan al-Shehhi overstayed earlier tourist visas, then re-entered and applied to change status to vocational student (the applications created confusion at ports of entry). Hani Hanjour entered on a student visa but never attended the English program listed on his application. Ziad Jarrah entered as a tourist and attended flight school without adjusting status. The Commission concluded that at least six of the 19 violated immigration law in some form (wrong visa category for their actual activity, failure to attend school, untimely or improper status-change filings, or overstay). All 19 also made false statements on visa applications by denying any intent to engage in terrorism.
