Sei v2 does NOT implement the EVM as a smart contract on top of Sei, or as a separate shard.

Instead, Sei v2 implements EVM natively into Sei as a first class citizen (identical to Cosmwasm).

This allows Sei v2 to have full EVM bytecode compatibility and also have synchronous composability with the rest of the chain
