4. Hire a dedicated team to enforce rules, communicate with residents, and oversee the dumpsites. Installing CCTV and creating a central monitoring unit would make this even more effective.
5. Arrest and prosecute people who dump waste indiscriminately. Penalties could include heavy fines or community service like six months of drainage cleaning.

The beauty of this approach? You’ll generate revenue from fines while seeing real, visible improvements in cleanliness.
