Today, I officiated at the closure of a three-day capacity-building workshop for RDCs, Deputy RDCs, Assistant RDCs, Regional Internal Security Officers (RISOs) and District Internal Security Officers (DISOs) from the Busoga Sub-region at Source of the Nile Hotel in Jinja City.

I conveyed regards from H.E. President Yoweri Kaguta Museveni; greetings from the First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni; the Permanent Secretary of the Office of the President, Hajji Yunus Kakande; and the entire staff of the Office of the President.

I challenged Resident District Commissioners (RDCs), Deputies, Assistants and other presidential representatives to make effective service delivery and tangible results their strongest response to political criticism.

I urged them to move beyond office-based administration and spend more time in communities monitoring government projects, identifying challenges, protecting public resources and ensuring that services reach their intended beneficiaries, ralling them to physically visit projects, establish facts and interact with communities to determine whether government interventions are delivering the intended results.

I urged them to take a firm stand against corruption, misuse of public resources and abuse of office and cautioned them against making unsubstantiated accusations or using their monitoring responsibilities to settle personal disputes. The fight against corruption must be conducted responsibly. Let the evidence speak, follow due process and ensure that your actions are guided by the law and the established mandates of the relevant institutions.

I urged them to resolve institutional differences professionally and ensure that disagreements do not interfere with service delivery and warned them against being distracted by political propaganda, rumours and public debates. Opposition leaders and other political actors would continue making statements intended to influence public opinion, but government officers should remain focused on their official responsibilities.

I rallied the officers to remain professional, factual and measured in their public engagements and to avoid using their offices for partisan political activities. I also warned them against indiscipline within the RDC structure. Officers serving under the Office of the President must understand that their conduct directly affects public confidence in the Presidency.

I discouraged them from spending time speculating about appointments and transfers, reminding them that such decisions are made by competent authorities.

Earlier today, we interacted with the Parliament Local Government Public Accounts Committee, led by the Committee Chairperson, Hon. Namboze. We briefed the Committee on our findings and the journey to expose the corrupt, clean up local governments, strengthen accountability, and improve public service delivery.

We appreciate the lead agency, the State House Anti-Corruption Agency, together with the Internal Security Organisation (ISO), Uganda Police Force, and CID, for the job well done so far. Your cooperation and commitment are critical to this fight.

The mission continues: zero tolerance to corruption, value for money, and better public services for the people of Uganda.

Today, I joined H.E. the President in welcoming international evangelist Bishop Dr. LaDonna C. Osborn to State House Entebbe.

It was a special and deeply nostalgic meeting for me as I remembered her late mother, who visited our family many years ago. She prayed with us and gave each of our children their first Bible, together with one of her books. The memories of that visit remain very precious to our family.

Today, Maama Janet and I received international evangelist, Bishop Dr. LaDonna C. Osborn at State House Entebbe. She is in Uganda ahead of the consecration of Pastor Patience Rwabwogo as a Bishop.

Dr. Osborn recalled her first visit to Uganda in 1985 with her late mother, who ministered to many Ugandans during a difficult period in our history. Maama Janet also fondly recalled Dr. Osborn’s mother, who prayed with our family and gave our children their first Bibles.

We reflected on Uganda’s transformation over the years and the enduring friendship between the Osborn family and Uganda. I welcome Dr. Osborn back to Uganda and wish Pastor Patience a blessed consecration.

Addressing the gathering, the IGP emphasized the strategic importance of Nsambya Barracks, noting that it is more than just a residential facility.

“We assemble here today to emphasize that Nsambya Barracks is not merely a residential area; it is a strategic hub for personnel housing and deployment within Kampala Metropolitan Police.”

The IGP acknowledged the challenges affecting officers and their families and reaffirmed the Force’s commitment to addressing them through practical and immediate interventions.

Gen. Kainerugaba Joins African Leaders at Gabon's 66th Independence Anniversary Celebrations

Libreville, Tuesday 18 August 2026

Uganda's Chief of Defence Forces, Gen. Muhoozi Kainerugaba, joined several African heads of state in Gabon's capital on Monday to mark the country's 66th Independence Anniversary celebrations.

Gen. Kainerugaba attended celebrations at the invitation of Gabonese President Brice Clotaire Oligui Nguema. The Ugandan General’s delegation included State Minister for Agriculture Desire Muhooza, Maj. Gen. Henry Masiko, and Brig. Gen. Wycliff Keita.

Following the conclusion of the independence celebrations parade and rituals, Gen. Kainerugaba held private talks with the Gabonese president.

Gen. Kainerugaba's visit comes amid strengthening diplomatic relations between Uganda and Gabon. President Nguema visited Uganda in August 2024 and later returned in May 2026 for President Museveni's inauguration.

The celebrations were attended by other African leaders including President Félix Tshisekedi of the Democratic Republic of Congo, President Alassane Ouattara of Côte d'Ivoire, President Carlos Vila Nova of São Tomé and Príncipe, President Umaro Sissoco Embaló of Guinea-Bissau, and President Adama Barrow of The Gambia.

The celebrations mark Gabon's independence from French colonial rule, achieved on August 17, 1960.

A highlight of the celebrations was the inauguration of the Esplanade Georges Damas Aléka, a monument dedicated to Georges Aleka Damas (1902–1982), who wrote both the lyrics and music for Gabon's national anthem, "La Concorde." The anthem's verses have been engraved on the pillars of the newly inaugurated esplanade.

Gen. Muhoozi Kainerugaba Arrives in Gabon for Independence Day Celebrations

Libreville, Sunday 16 August 2026

Uganda's Chief of Defence Forces, Gen. Muhoozi Kainerugaba, touched down in the Gabonese capital for the country's 66th independence anniversary celebrations, alongside a high-level Ugandan delegation.

Gen. Kainerugaba is attending the August 17 celebrations at the invitation of Gabonese President Brice Clotaire Oligui Nguema, who also serves as the country's supreme commander of defence and security forces.

Upon arrival in Libreville, Gen. Kainerugaba was received by Gabon's Minister of Defence, Brig. Gen. Brigitte Onkanowa, and the Chief of General Staff of the Gabonese Armed Forces, Gen. Jean-Bédel Bouka.

Also present to receive him were members of the Ugandan delegation, including State Minister for Agriculture Desire Muhooza, Joint Staff–Political Commissariat Maj. Gen. Henry Masiko, and Joint Staff Training and Doctrine Brig. Gen. Wycliff Keita.

The celebrations mark Gabon's independence from French colonial rule in 1960 and follow a series of high-level diplomatic engagements between the two nations.

President Nguema visited Uganda in August 2024 to discuss trade, defence, tourism, and health cooperation with President Yoweri Museveni, later returning to Kampala in May for President Museveni's inauguration.

The CDF's visit is expected to further strengthen strategic cooperation between Uganda and Gabon, with bilateral talks on military collaboration and regional security planned on the sidelines.

I want to use this occasion to thank God that has protected and enabled Uganda to address its numerous problems. I thank God for blessing the NRM for the last 60 years plus, starting with it’s precursors.

Now, God has blessed me with one of my grandchildren, Ruhamya, joining my big family of UPDF, having graduated, with his colleague, Bakyira, from Sandhurst recently. Congratulations Ruhamya, congratulations Bakyira.

Young Ugandans, Army service gives you good foundation. I congratulate the parents of the two young officers.

Lieutenant General Musanyufu informed the meeting that its purpose was to evaluate performance against set targets. He emphasised that the evaluation would enable the agencies to assess their progress and establish a solid foundation for future endeavours.

He also stated that this performance review aligns with the national performance framework.

19 UPDF Generals Set to Retire Next Week

Kampala, Friday 14 August 2026

The Uganda Peoples’ Defence Forces (UPDF) will officially retire 19 long serving General Officers in a function at State House Entebbe on Thursday, 20 August 2026. The President and Commander-In-Chief of the UPDF, General Yoweri Kaguta Museveni will preside over the retirement ceremony.

The General Officers due for retirement include Gen​​. Edward Katumba Wamala, Lt Gen ​Charles Otema Awany, Lt Gen​ Charles Angina, Maj Gen​ Abel Kandiho, Maj Gen​ Geofrey Katsigazi Tumusiime, Maj Gen​ Apollo Kasiita-Gowa, and Maj Gen​ Leopold Eric Kyanda.

Others are Brig Gen ​Edson Muhanguzi, Brig Gen​ Sam Omara, Brig Gen ​Fred Zakye, Brig Gen ​Fred Rugadya Akiiki, Brig Gen​ Mike Samuel Kisame, Brig Gen ​Patrick Mwesigye, and Brig Gen​ Stephen Tumwesigye Kashure.

Brig Gen​ Simon Nicholas Ocan, Brig Gen​ Metland K Bitumbika, Brig Gen Charles Bakahumura, Brig Gen Charles Asiimwe Kahangire and Brig Gen Cyril Mawa Muhindo complete the retirement list of UPDF General Officers for the financial year 26/27.

The retirement of the General Officers will formally close the noble send off exercise, with a total of 1,817 officers and militants retired in August 2026. The retirement cohort comprised 19 General Officers, 229 Senior Officers, 205 Junior Officers, and 1,364 Militants.

The Senior Officers, Junior Officers, and Militants retired this week from the Joint Services Headquarters in Mbuya and respective Services and Division Headquarters across the country.

The UPDF acknowledges and appreciates the distinguished and dedicated service of the officers and militants, who have dedicated their careers to safe guarding Uganda’s sovereignty, contributing to regional peace, and upholding the values of discipline, patriotism, and Pan-Africanism. Their retirement marks an honourable conclusion to years of service and the beginning of new and productive chapters in their lives.

The institution remains committed to a dignified and transparent retirement process, reflecting respect and admiration for the men and women who have served the nation with loyalty and courage.
