Surveys often ask whether a service "Exceeds my expectations". So, if you expect excellence and get it, the only rational answer is "Strongly disagree". I suspect they'll view that as a negative when it isn't.

TfL insisted it was all about safety risks from flooding, so why weren't the cameras switched off when the road was dry?
Simple: "safety" was only ever a pretext for raising money, i.e. a scam.
