At the same time, Enfield expanded additional HMO licensing borough-wide from September 2025, bringing many properties occupied by just 3 or 4 people from multiple households into the scheme.

Why should basic scrutiny of licensed housing require a payment to the council being scrutinised?

We’re going to see how much of this register can be reconstructed from public records anyway.
