Maybe I'm missing something. . . Can you not just have test on the novel and fail them if they don't pass? And if they do. . .I mean, that's all you can do, right?
Parents will increase the friction at home if the students start to fail...? (especially as a parent realizes this person will be in their home for another year if they fail everything continually)?
