@NthrnCyclistTVL @HumberbeatRoads I expect driver will be stuck in a trap of no insurance because fines are likely cheaper, especially when they have points for no insurance boosting the cost of the insurance. Needs to be some kind of government sponsored insurance scheme to protect everyone's interests.
