In short:

The Building owner is Manchester City Council.

The Major 2018–19 refurbishment Funded/directed by Manchester City Council (with Bruntwood) to prepare it for modern tenants, including GCHQ. Reported costs range from about £10–13.5 million.

The recent No. 10 North suite adaptations are likely, but not published, paid for by central government from existing budgets.

This whole scenario though could be as simple as the government expanding it's offices up north before Andy Burnham becoming PM... and then the expansion of government offices was changed after Andy Burnham's appointment. This would certainly answer the 'date' question.

The inference here Ant isn't that Labour is corrupt, this we know, it's the fact the premises were leased for No. 10 North before Andy Burnham was even an MP never mind then becoming PM!

No. 10 North has also had the installation of secure communications, fit-out, security upgrades, and branding - This does NOT happen overnight!

Who has the power, who knew so far in advance that Andy Burnham would become PM? 🤔

🚨🚨Andy Burnham became Prime Minister on Monday. Within five days he has opened “No.10 North” in Manchester — complete with contracts, furnishings, services, security, a logo, printed signs and banners, and held his first official meeting there.

If anyone believes this happened spontaneously after he took office, they are kidding themselves. Secure government premises do not appear overnight. Security-cleared staff, protected communications, utilities, approved contractors, furniture, branding design, print runs and physical setup all require advance work - often months of it. Intelligence and security considerations alone make a genuine five-day turnaround from a standing start highly improbable.

This raises obvious questions: How long have senior Labour figures been preparing the ground to remove Keir Starmer and install Andy Burnham? Was the No.10 North operation planned and advanced while Burnham was still Mayor, or while the leadership challenge was still unfolding? Government contracts, security clearances and official branding do not move at this speed without prior orchestration.

The British public has watched a rapid transfer of power and the instant launch of a parallel Downing Street operation in the North. Mainstream coverage has largely treated the speed as unremarkable. That is not how transparent democracy usually looks.

🚨 WHY did Manchester City Council approve a lease for the exact Heron House suite now used as No.10 North on 10th June 2026?

Andy Burnham wasn’t even an MP until the Makerfield by-election on 18th June.

He didn’t become Prime Minister until 20th July.

So why was the temporary headquarters for “No.10 North” being signed off weeks before he was even elected to Parliament?

How does a serving Mayor “know” he’s about to win a by-election, get parachuted into the leadership, and be crowned PM within weeks — unless the entire sequence was already locked in?

If you’re not asking these questions, you’re choosing not to see it:
The by-election was engineered.
The MPs who voted him in were already aligned.
The system was primed and ready.
Burnham wasn’t elected into No.10. He was placed.
