South Africa Signs Major Zimbabwe Deal to Transfer Foreign Prisoners Back Home as Taxpayers Face a Billions-Rand Burden to Keep Foreign Nationals Behind Bars
South Africa’s Minister of Correctional Services, Dr Pieter Groenewald, has signed a Memorandum of Understanding with Zimbabwe aimed at strengthening cooperation on offender transfers, correctional services and information sharing. Groenewald met Zimbabwe’s Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi, ahead of the bilateral agreement.
The agreement covers the transfer of offenders between South Africa and Zimbabwe, information sharing, human resource development, technical cooperation and exchange visits. It also provides for self-sustainability projects at correctional centres, particularly in agriculture and industry, as the two countries seek stronger cooperation in correctional services.
National Commissioner Makgothi Thobakgale also attended the bilateral engagement and highlighted the importance of stronger cooperation between correctional authorities across Africa. The agreement is expected to improve collaboration on prison management, rehabilitation programmes and the handling of foreign national offenders serving sentences in either South Africa or Zimbabwe.
Groenewald previously told Parliament that an inmate costs taxpayers approximately R463 per day. In March 2025, he said more than 25,000 foreign nationals were being held in correctional facilities and that repatriating or deporting all of them could potentially save the government about R4.2 billion a year. The new agreement provides for offender transfers between the two countries.
