This dog is not fine. This dog is severely neglected, and neighbors say this dog is hit repeatedly.

Just look at this dog. This alone IS MORE THAN ENOUGH for any competent Animal Control officer to know this dog needs immediate help.

How dare Animal Control go out there and say, “This dog is fine.”
