1. No changes until ~3 weeks before the RC build is pushed to PTR. It’s exclusively pruning, proofreading, and numeric tuning

2. All of the functional changes released 2 days before the “deadline”

@lexstrasza It literally wouldn't even matter if you equip any set pieces, the results would always be the same.

Idk how these made it into a public testing environment. I'm sure they'll fix a ton of these, but Blizzard mgmt desperately needs to invest in their QA staff and processes.
