If they had implemented Beveridge's plan, it would have cost about £6bn over 20 years. Quite manageable.
@DanNeidle@Jan_Leeming The government could have funded it back then, and then used the annual contributions going forward to fund future pensions, and or projects owned by the fund. The way it was introduced, is not how it had to work.
