You actually can't run countries on polls. The reason why some governments have to constantly pay lip service to this clearly ridiculous concept is because they can't otherwise secure legitimacy for a pluto/kleptocracy.

@SweetSummerSN Yes, I'm pretty sure the Ukranians alone probably outdid the Nazis. But it wouldn't be accurate to categorise what collaborationists did, as somehow separate and unrelated to the culpability of the Germans.
