Baltic companies supplied fuel to Russia’s “shadow fleet” — LRT

Journalists from Lithuania’s national broadcaster LRT exposed a network of companies from Latvia, Lithuania, and Estonia that supplied fuel to tankers of Russia’s “shadow fleet,” helping the Kremlin evade oil sanctions.

According to the investigation, the Fast Bunkering group used two bunkering vessels — Rina and Zircone.

From June 2024 to March 2025, they delivered fuel to 286 tankers, at least 159 of which called at Russian ports either before or immediately after refueling.

Anatolii Kravtsev, an analyst at the Kyiv School of Economics, confirmed that at least 20 of these vessels are typical members of the “shadow fleet” — ships without international insurance and owned outside the jurisdictions of the sanctions coalition.

Formally, these tankers were not under sanctions at the time, but many were later added to the EU, U.S., and U.K. blacklists.

Sales of A-92 gasoline on the St. Petersburg Exchange on September 16 decreased by 21.7%, to 15.6 thousand tons, which was the minimum figure since 2023.

At the same time, sales of A-95 decreased by 15.5% compared to the previous day, to 12.06 thousand tons.

Total sales of gasoline on the exchange decreased by 19.1%, to 27.7 thousand tons.
