Eine gute Lösung: 2 Konzepte werden elegant verbunden. Unkontrollierte CO2-Senken-Zertifikate im EU-ETS wären ein Fehler - durch den staatlichen Ankauf können klimapositive Projekte dennoch gefördert und durch eine kontrollierte Kopplung der Emissionshandel stabilisiert werden.
