IMO commercial use should be enforced when you know there is a chance for the client to gain a profit out of it.

Someone could argue that, it's for personal use so long as you stream and make no royalties, but streaming isn't usually just for hobbyist anymore-

Vtuber models are for “personal use” but then the client uses it to stream publicly and make money off it. But its not commercial use? 🤔

You stream likely cause you want to gain a profit out of it someday. And by investing in a model for public use, you essentially already confirm that commercial use would be viable so long as you use your model/assets in publicly

It's better to really clarify it with each artist
