@Devonismad Frieza held back after claiming he can't hold back is 1. Goku unable to stop a attack he could stop with a finger is 2. Frieza literally charges that attack in a fit of rage but it's still weaker then raditz 3. I understand Frieza didn't want to, that's what makes it a plot hole.
