After at least 4 successful releases of the iOS app, Apple has now decided (when there is a critical update needed) that they are rejecting the new release that fixes the issue. Everyone with iOS 13 that can’t login will have to wait at least another day. Please use the website

Don't download or update to v4.0.2! The app is unusable. The fix update has being submitted to Apple for approval. Usually take about a day. Everyone who downloads or updates between now will have to use the website instead. Hopefully v4.0.3 will be released Thurs eve.
