Both can be true: blue-state policy can produce more homelessness, and some people would rather be homeless in a blue state than a red one.
Blue states generate more income and output per person. That demand, plus tight zoning, slow permitting, and local opposition to new housing, makes rents and home prices much higher. When the cheapest unit is still expensive, more people fall out of housing.
Services and climate add a second effect. Benefits, shelters, and milder winters can make street life less lethal than in a colder or stingier state. That does not mean most homeless people moved across the country for it—most lose housing where they already lived—but it can keep people in place and make the problem more visible.
The economic edge does not cancel the housing problem. Higher wages do not help if housing absorbs the difference. Places that build more housing tend to have lower homelessness even with thinner safety nets.
