Hawaii didn't relax their record's access law until 2016. 2016 Haw. Sess. Laws Act 80, § 2, Relating to Adoption Records (H.B. 2082), effective June 21, 2016.

Obama's birth certificate made its first appearance in 2008. Obama didn't have access to his birth certificate until after he was sworn in.
