Here is a straight forward, easily implementable five part plan for the Ontario Science Centre. Let’s call it #FuturePlanOSC
1. The Ontario Government wants to abandon the building because it needs repair/magnitude of the disrepair. The Ontario government should gift the building to the City of Toronto for $1. The burden of the building is, then, off their hands. The Province continues to offer the programming and pay for operations. They don’t want the building, fine. But don’t demolish it.
2. We establish an OSC Community Land Trust to take ownership of the land (owned by the City of Toronto today) and the building.
3. Using the $1.5 million already on the table from @adammcnamara and @SabiVM, the immediate repairs begin. We have some time, since the deadline is October. OSC can continue to deliver programs. According to @CdnArch, the exhibit halls can be fully functional during the repair of the roof area (which is something like 2% of the roof). This addresses the next few years.
4. The new OSC Community Land Trust creates a fundraising campaign, on the premise that the City of Toronto and the Government of Ontario match community donations one-for-one (there is precedent for this - the $10 million for the Bentway was contingent on the City of Toronto matching the $10 million. And they did it). Governments need to come to the table - they cannot totally abdicate.
5. In sum, the Government of Ontario gifts the building. City of Toronto gifts the land. Province continues to be responsible for operational costs and programming. The OSC Community Land Trust repairs and invests in the building, and protects it as a heritage site for community use, in perpetuity.
