In the Summa Theologiae (I–II, Q.105, Art.3), discussing the Old Testament laws, Aquinas explains why foreigners were not admitted immediately to full citizenship or participation in governing public affairs. He writes:
"If foreigners were allowed to meddle with the affairs of a nation as soon as they settled down in its midst, many dangers might occur, since the foreigners, not yet having the common good firmly at heart, might attempt something hurtful to the people."

The Roman Catholic Church will happily excommunicate people who like traditional Roman Catholic worship and practice, but will absolutely not excommunicate prominent Roman Catholic politicians and public figures who promote abortion and sodomy.
