South Korea just mandated driving restrictions based on license plate numbers.

If you haven't seen this playbook before, it's straight out of the 1970s oil crisis.

Starting Wednesday, all public sector employees in South Korea will be banned from driving one day per week, determined by the last digit of their license plate. Plates ending in 1 or 6 are off the road on Mondays, 2 or 7 on Tuesdays, and so on. Over 20,000 institutions are affected, covering roughly 1.5 million vehicles.

The government initially considered making the restrictions mandatory for the private sector too, but held off over concerns about the impact on truck drivers, delivery workers, and other self-employed people who depend on driving for their livelihood. For now, the private sector is "voluntary," but the energy minister made clear that if the crisis level escalates from "warning" to "alert," mandatory restrictions for everyone are on the table.

This isn't just about driving. The government also released 12 "National Energy-Saving Action" guidelines that include reducing shower times, charging phones during daytime hours instead of overnight, running washing machines only on weekends, and staggering commute times to reduce transportation demand.

President Lee Jae Myung called it a "government-wide preemptive emergency response system" and cited the IEA's assessment that the Iran crisis represents the worst energy security threat in history. He warned that petrochemicals touch nearly every part of daily life, from shipping containers to medical tools, and that supply disruptions could emerge anywhere.

South Korean citizens are divided. Some see it as a necessary emergency measure. Others are calling it outdated, pointing out that restricting consumption through administrative rules instead of price signals is the kind of policy response governments abandoned decades ago.

The comparison to Covid lockdowns is hard to ignore. What starts as a limited public sector mandate tends to expand. South Korea is the first major economy to implement formal driving restrictions over the Iran war. It probably won't be the last.
