In 2016, Angelenos passed measure JJJ, leading to the adoption of the Transit Oriented Communities Program (TOC), the first of its kind in California to incentivize housing and affordable housing near transit.
In the past decade, the City has:
✅ Updated its housing policies
✅ Adopted additional incentive programs
✅ Rezoned areas to increase its housing capacity, and
✅ Streamlined processes to remove barriers to build much needed housing.
Please note that Los Angeles City Planning’s General Plan Maintenance Surcharge (GPMS) will increase effective June 9, 2026 from 7% to 10%. Fifty percent of the fees shall be used for costs directly related to updating the City’s 34 Community Plans.
