Why not start from 00:00:00 and end 2019 11:59:59. The same amount of time has passed right? And makes more sense to start at 0 than 1 am I right?

It means it start 1 Sec after 00:00 on 1st Jan 2010 then the decade ends 1 Jan 2020 00:00. How about letting the decade start on the dot 00:00 for 2010 then let it end on 2019 31 Dec 11.59.59
