Palmerston held several high positions from 1809 to 1865 until he died as PM.

He was Sec of War 1809 to 1828
Was Foreign Sec from 1830 to 1851
Home Sec from 1852 to 1855
And PM from 1855 to 1865
He was involved in this from beginning to end
All I'm saying is its at least a possibility he used COR tactics at some point because that was his way.
