Sir Keir Starmer is considering watering down plans to boost defence spending by £18 billion over concerns that they are unaffordable
The Times has been told that Starmer and Rachel Reeves, the chancellor, met on Tuesday for the second time in a week to discuss the long-delayed defence investment plan (DIP)
Against a background of concern about the state of the public finances and the impact of the Iran war on the economy, the government is considering reducing the package to an extra £15 billion over the next four years
The prime minister wants to approve the deal before the Nato summit in Turkey next month, where he will meet President Trump and other world leaders
It is feared that if the deal has not been approved by then, Britain will remain near the bottom of a Nato league table that ranks member states by capability. This would be an unprecedented position for the UK
A US official said that if the extra money for defence dropped much below £18 billion, that would send a “negative signal” to Trump
There are concerns that the ten-year defence spending plan will be unaffordable if the additional funding is reduced to £15 billion
More than £6 billion of the total has already been earmarked for the Global Combat Air Programme (GCAP), under which Britain will work with Japan and Italy to develop and build the next generation of combat aircraft

The courses taught Hampshire & Isle of Wight constabulary officers and staff about racism, “unconscious bias”, “privilege and the importance of being an ally”
A staff survey found that one in seven officers and staff (15 per cent) had felt “controlled and pressured” to adopt certain ideas in the sessions and the same number thought “mistakes would have been held against me”. A fifth said they feared being “rejected for saying the wrong thing”
The revelations are likely to provoke fresh questions about the role of equality and diversity guidelines in the actions of police officers, after video that showed officers in the same force handcuffing Nowak, 18, for alleged racial abuse while he lay dying from stab wounds
