Next time you sell tickets for a watch party, you need to make them non transferable or run it as a lottery system. 80K tickets sold out in 2 minutes (because of bots) that are now selling for 15x the price you sold them for. Sheboygan Budget is sneaking by without public knowledge

Because the system is built so nobody can.

The 247-page PDF isn't a document, it's a wall. The part people argue about — the levy, "will my taxes go up" — is 22% of the money. The other 78% moves through TIDs, debt issuances, and capital plans, each voted on separately, in different meetings, in language designed for bond lawyers. Staff gets to say "typical homeowner sees a small decrease" while $101M in new debt goes out the door. Both statements are true. Only one makes the headline.

And there's nobody left to translate. The Press is a hollowed-out Gannett property. Nobody's on the money beat full-time. The people who'd ask these questions left town years ago — your brain-drain point.

That's the actual answer: it's not apathy, it's architecture. The budget is fragmented across so many funds and meetings that no normal person can hold the whole thing in their head. Which is exactly why your work is the only thing standing between that $101M and total silence.
