Russia's deployment of tactical nuclear weapons in Belarus directly violates the Constitution of Belarus and grossly contradicts the will of the Belarusian people to assume the non-nuclear state status expressed in the Declaration of State Sovereignty of Belarus of 1990.

Already a hostile force with regards to the Belarusian statehood and national identity, the Russian Federation thus directly violates the Budapest Memorandum on Security Assurances for Belarus as it joined the Non-Proliferation Treaty, further subjugating Belarus under its illegal control, further depriving it of sovereignty.

Russia acts as the occupying force, violating national security and putting Belarus on the collision course with its neighbors and the international community.

Announcing this step on March 25 - the Freedom Day - when Belarusians celebrate the 105th anniversary of Belarus' independence is not accidental, underscoring that Russia disrespects the sovereingty of Belarus.

Lukashenka is a proven conduit of the Russian ambitions and cannot be associated with the Belarusian statehood and the will of the people.

This unacceptable development, making Belarus a potential target for preventive or retaliation strikes, became possible because of the illegal seizure of power by the illegitimate regime of Lukashenka which with the massive support from the Kremlin became a hotbed of international law violations, crimes against humanity, the crime of aggression against Ukraine and complicity in the war crimes against the Ukrainian people.

We urge the international community to demand from Russia to stop this threatening deployment and impose adequate and severe sanctions on the regimes of Lukashenka and Putin as outright threats to international peace and security.

We also urge the world to demand the immediate withdrawal of the Russian military from Belarus and to cease Belarus' participation in the Russian aggression against Ukraine. @POTUS @antonioguterres
