The Public Environment Management Office (PEMO) expanded its popular basic sidewalk cleaning service to several new, busy locations along major corridors in East Portland on October 5, 2026.

Two local contractors, Cultivate Initiatives and Junk It Junk Removal, were selected to conduct the work through a competitive procurement process. The expansion builds on a program that PEMO launched in October 2025 along major business corridors and shopping districts. Since then, crews have collected more than 522,000 pounds of garbage from Portland sidewalks.

"Half a million pounds of trash from the sidewalk is a lot of trash, and it tells you how much of this work was going undone," says Anne Hill, director of PEMO. "East Portland has been asking for this. Now we have the crews and the contracts to deliver it."

It's easy to overlook sidewalks, but they're a vital part of Portland's transportation network, connecting people to the schools, businesses, and parks they visit every day.

Employers who want to mentor the next generation. Young people reaching for the first rung of the ladder. Finally, they can find one another.

PDX Youth@Work connects young people with local employers to do meaningful work as interns -- and pays them $18 an hour.

Cost to employers: zero.

The City of Portland teamed up with local nonprofit Worksystems to offer this innovative program. In summer 2026 alone, we sponsored more than 230 interns who worked a total of 22,000 hours at nearly 120 worksites.

Employers provide mentorship and opportunity. Interns get valuable experience. And the City develops the workforce of tomorrow.

As Michael Scott would say, it's win - win - WIN.

Many Portlanders will no longer need to file or pay the Arts Education Tax beginning with tax year 2026. Those who do owe the tax will pay $50 for individual filers or $100 for married couples filing jointly. Payments are due April 15, 2027.

You may need to file and pay if you:
• Are 18 or older and,
• Live in Portland for more than 30 days during the year and,
• Are required to file an Oregon income tax return and,
• Have Oregon taxable income above the filing threshold for your filing status

Have a say in how the changes are implemented:

The City is proposing updates to the administrative rules that govern how the Arts Education Tax is administered. The proposed rules provide details for implementing changes already approved by City Council, including who is considered a Portland resident, what information is required to file a protest or request a refund, and how penalty waivers are handled.

Community members can comment on the proposed administrative rule changes through Oct. 16, 2026.

Water is our number one natural resource. We depend on safe and reliable water for our food, economy, recreation, fire protection, and life itself.

Portland is fortunate to have some of the best water in the world.

About 1,160 professionals at the city work hard every day to deliver safe drinking water and provide reliable sewer and stormwater services for Oregonians in the Portland area. We balance environmental protections with community needs, advance water conservation practices, protect our water sources, and help ensure the long-term resilience of our region's water supplies.

Mayor Wilson proclaims October 3 to 11 as Water Professionals Appreciation Week.

Join us in expressing support for and celebrating the importance of water professionals.

The nexus between housing, affordability, and climate resilience is where the Portland Clean Energy Community Benefits Fund (PCEF) can support Portland's work to accelerate housing production. Investments such as the Nicole Sandoval Community reduce the costs of developing and operating affordable housing. With lower costs, developers are in a stronger position to broaden existing projects or seed new projects.

Funded as part of PCEF's strategic partnership with the Portland Housing Bureau, and developed by Sabin CDC, the Nicole Sandoval Community is planning to open in 2028.

Wet leaf season is here, and Portlanders are allowed to use gas leaf blowers now through the end of December as part of a phased approach. Starting in 2028, gas leaf blowers will be banned year-round.

Switching to electric equipment now will benefit our local environment and improve quality of life for workers and neighbors. However, this year and in 2027, Portland’s gas leaf blower policy permits gas blowers during the wet leaf season: October through December.

Small businesses may be eligible for an electric leaf blower replacement as part of the Portland Electric Landscaping Initiative offered by the Pollution Prevention Resource Center and the Portland Clean Energy Community Benefits Fund (PCEF).

On August 31, 2026, the National Park Service approved an application by the City of Portland – in partnership with Prosper Portland the Oregon Black Pioneers – to formally recognize Union Station for its significant role in African American history.

Union Station stands out as one of the few employment opportunities that offered stable wages to Black workers in the late 19th and early 20th centuries. This allowed Black workers to purchase homes and establish greater economic security despite the discrimination they encountered in many parts of life. The economic ties to Union Station were so strong that it influenced where the Black community developed and was also an important site of Black labor organizing.
