Can fish get high?

The simple answer is yes.

Fish have endocannabinoid systems.

Zebrafish exposed to THC in water show measurable behavioral changes including reduced anxiety, altered social behavior, and changes in movement patterns. Researchers actually use zebrafish specifically to study cannabinoid effects because their ECS is similar enough to mammals to draw comparisons.

There's also a well documented study where zebrafish were made dependent on opioids and cannabinoids were used to study withdrawal. They respond to cannabinoid exposure in ways that parallel mammals responses pretty closely.

The point is that the endocannabinoid system is ancient. It predates mammals by hundreds of millions of years. Most vertebrates and even some invertebrates have some version of it. THC works on humans because we share this system with basically everything that evolved after a certain point, fish included.
