पूर्व की भांति वर्षों से दूरदराज में पड़े हुए शिक्षकों के लिए नगर क्षेत्र को खोलकर ट्रांसफर किए जाए। नगर क्षेत्र के लिए अलग से भर्ती की जरूरत नहीं है। नगर क्षेत्र की भर्ती ग्रामीण क्षेत्र में वर्षों से शहर में/घर के पास ट्रांसफर की आश रखने वाले हजारों शिक्षकों के साथ धोखा होगा।
