What's at play is the soft bigotry of low expectations. The system expects blacks to commit crimes, explaining it away as a socio-economic phenomenon. However, the white man should have known better (moral failure), whereas the black man can't help himself (forces beyond his control). Quod licet Iovi, non licet bovi....
