ଏ ମାଟି ଆମର, ଏ ଖଣି ସମ୍ପଦ ମଧ୍ୟ ଆମର। ଓଡ଼ିଶାକୁ ଦୁର୍ବଳ କରିବା ପାଇଁ ଚାଲିଥିବା ଭୟଙ୍କର ଷଡ଼ଯନ୍ତ୍ରକୁ ଓଡ଼ିଶାବାସୀ କଦାପି ବରଦାସ୍ତ କରିବେ ନାହିଁ।
୨୦୦୦ ମସିହାରେ ଯେତେବେଳେ ଆମେ ଓଡ଼ିଶା ଶାସନର ଦାୟିତ୍ୱ ନେଲୁ, ସେତେବେଳେ ଓଡ଼ିଶାର ଅର୍ଥନୀତି ଅତ୍ୟନ୍ତ ଦୟନୀୟ ଅବସ୍ଥାରେ ଥିଲା। ଆମକୁ ଓଭରଡ୍ରାଫ୍ଟ ଉପରେ ନିର୍ଭର କରିବାକୁ ପଡ଼ୁଥିଲା। ୨୦୨୪ରେ ଯେତେବେଳେ ସରକାର ପରିବର୍ତ୍ତନ ହେଲା, ସେତେବେଳେ ଆମେ ୫୦ ହଜାର କୋଟି ଟଙ୍କାର ବଳକା ରାଜସ୍ୱ ଛାଡ଼ି ଯାଇଥିଲୁ। ଆମର ଦୃଢ଼ ଆର୍ଥିକ ପରିଚାଳନା ଯୋଗୁଁ ହିଁ ଏହା ସମ୍ଭବ ହୋଇପାରିଥିଲା। ରାଜ୍ୟକୁ ରାଜସ୍ୱ ବଳକା କରିବା ସହିତ ଆମେ ଦ୍ରୁତ ପ୍ରଗତି ଆଣିପାରିଥିଲୁ। ଦାରିଦ୍ର୍ୟ ହ୍ରାସ ପାଇଥିଲା, ଭିତ୍ତିଭୂମିର ଉନ୍ନତି ହୋଇଥିଲା ଏବଂ ଅନେକ ଜନକଲ୍ୟାଣକାରୀ ଯୋଜନା କାର୍ଯ୍ୟକାରୀ ହୋଇଥିଲା। ଏହି ଦ୍ରୁତ ବିକାଶରେ ଖଣି ଟିକସ ଏକ ମୁଖ୍ୟ ଭୂମିକା ଗ୍ରହଣ କରିଥିଲା।
କିନ୍ତୁ ଆଜି ଓଡ଼ିଶାର ଅର୍ଥନୀତି ପୁଣି ବିପଦରେ।
ଆପଣମାନେ ଜାଣନ୍ତି, ନିକଟରେ ସଂସଦରେ 'ଖଣି ଏବଂ ଖଣିଜ (ବିକାଶ ଓ ନିୟାମକ) ସଂଶୋଧନ ବିଲ୍' (MMDR Amendment Bill) ପାସ୍ ହୋଇଛି। ଏହା ଓଡ଼ିଶା ତଥା ଓଡ଼ିଶାବାସୀଙ୍କର ଅପୂରଣୀୟ କ୍ଷତି କରିବାକୁ ଯାଉଛି। ଏତେ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ଏକ ସଂଶୋଧନ ବିଲ୍କୁ କେନ୍ଦ୍ର ସରକାର ବିନା କୌଣସି ଆଲୋଚନାରେ ପାସ୍ କରିଦେଲେ। କେବଳ ବିଜେଡି ସାଂସଦମାନେ ହିଁ ରାଜ୍ୟସଭାରେ ଏହାକୁ ଦୃଢ଼ ବିରୋଧ କରିଥିଲେ।
ଏହି ବିଲ୍କୁ ବିରୋଧ କରି ମୁଁ ଓଡ଼ିଶାର ମାନ୍ୟବର ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କୁ ଚିଠି ଲେଖିଛି। ଏକ ସର୍ବଦଳୀୟ ବୈଠକ ଡାକିବାକୁ ଏବଂ ବିଧାନସଭାର ସ୍ୱତନ୍ତ୍ର ଅଧିବେଶନ ଆହ୍ୱାନ କରିବାକୁ ଚିଠିରେ ଅନୁରୋଧ ମଧ୍ୟ କରିଛି।
ଓଡ଼ିଶା ଓ ଓଡ଼ିଶାବାସୀଙ୍କ ସ୍ୱାର୍ଥ ଆଗରେ କେହି ବଡ଼ ନୁହନ୍ତି। ଦଳମତ ନିର୍ବିଶେଷରେ, ମାଟିର ସ୍ୱାର୍ଥ ପାଇଁ ଆଜି ଆମ ସମସ୍ତଙ୍କୁ ଏକାଠି ହେବାକୁ ପଡ଼ିବ।
ଏହି ସଂଶୋଧିତ ବିଲ୍ ଆମ ଖଣି ସମ୍ପଦ ଉପରେ ଥିବା ଆମ ଅଧିକାରକୁ ଛଡ଼ାଇ ନେଇଛି। ଆପଣମାନେ ଜାଣନ୍ତି, ଓଡ଼ିଶାରେ କ୍ରୋମାଇଟ୍, ବକ୍ସାଇଟ୍, ଲୁହାପଥର, କୋଇଲା ଏବଂ ମାଙ୍ଗାନିଜ୍ର ସର୍ବାଧିକ ଭଣ୍ଡାର ରହିଛି। କିନ୍ତୁ ଏହି ନୂଆ ଆଇନ ଏ ସବୁ ଉପରୁ ଆମ ନିୟନ୍ତ୍ରଣ ହଟାଇ ଦେଇଛି। ଆମ ଲୋକଙ୍କ କଲ୍ୟାଣ ପାଇଁ ଆମେ ଆମ ଖଣିରୁ କାହିଁକି ଟିକସ ଆଦାୟ କରିପାରିବୁ ନାହିଁ? ଆମ ଲୋକ ଧୂଳି-ଧୂଆଁ ସହିବେ, ଅଥଚ ଦିଲ୍ଲୀ ଦରବାର ଆମ ସମ୍ପଦରେ ସମୃଦ୍ଧ ହେବ—ଏହାକୁ ଆମେ କେବେ ବି ସହ୍ୟ କରିବୁ ନାହିଁ।
ଦୀର୍ଘ ୨୪ ବର୍ଷ ଧରି ମୁଁ ଓଡ଼ିଶାର ସ୍ୱାର୍ଥକୁ ଜଗି ରହିଥିଲି। କେନ୍ଦ୍ରରେ ଯେକୌଣସି ଦଳର ସରକାର ଥିଲେ ମଧ୍ୟ ଓଡ଼ିଶାର ଅଧିକାର ଛଡ଼ାଇ ନେବାକୁ କେହି ସାହସ କରିପାରୁ ନ ଥିଲେ। ଆପଣମାନେ ୨୦୨୪ରେ ପରିବର୍ତ୍ତନ ଚାହିଁ ନୂଆ ବିଜେପି ସରକାର ଗଠନ କଲେ। କିନ୍ତୁ ମାତ୍ର ଦୁଇ ବର୍ଷ ଭିତରେ ସବୁକିଛି ବଦଳିଗଲା। ଓଡ଼ିଶାକୁ ଏବେ ପୁଣି କେନ୍ଦ୍ରର ଦୟା ଉପରେ ନିର୍ଭର କରିବାକୁ ପଡ଼ିବ।
ଆପଣମାନେ ଓଡ଼ିଶାରୁ ଲୋକସଭାକୁ ୨୦ ଜଣ ବିଜେପି ସାଂସଦ ପଠାଇଲେ, କିନ୍ତୁ ଏ ମାଟିର ସ୍ୱାର୍ଥ ପାଇଁ ସେମାନଙ୍କ ମଧ୍ୟରୁ କେହି ହେଲେ ପାଟି ଖୋଲିଲେ ନାହିଁ। ରାଜ୍ୟ ତଥା ଜନସାଧାରଣଙ୍କ ସ୍ୱାର୍ଥ ରକ୍ଷା କରିବାରେ ସେମାନେ ସମ୍ପୂର୍ଣ୍ଣ ବିଫଳ ହେଲେ।
ବିଜୁ ବାବୁ ସବୁବେଳେ ରାଜ୍ୟର ବିକାଶ ପାଇଁ 'ଆର୍ଥିକ ସ୍ୱୟଂଶାସନ' ଉପରେ ଗୁରୁତ୍ୱ ଦେଉଥିଲେ। ଏହି ସଂଶୋଧିତ ଆଇନ ଦ୍ୱାରା ଓଡ଼ିଶାର ରାଜସ୍ୱ ଆୟ ବହୁତ କମିଯିବ। ପ୍ରତିବର୍ଷ ଆମକୁ ହଜାର ହଜାର କୋଟି ଟଙ୍କାର କ୍ଷତି ସହିବାକୁ ପଡ଼ିବ। ଏହି ଅର୍ଥରେ ଓଡ଼ିଶାରେ ଅନେକ ସ୍କୁଲ, କଲେଜ, ଡାକ୍ତରଖାନା ନିର୍ମାଣ ହୋଇପାରିଥାନ୍ତା; ରାସ୍ତାଘାଟ, ପୋଲ, ବିଦ୍ୟୁତ୍ ଏବଂ ଅନ୍ୟାନ୍ୟ ଭିତ୍ତିଭୂମି ପ୍ରସ୍ତୁତ ହୋଇପାରିଥାନ୍ତା; ନୂଆ ନୂଆ ଜନହିତକର ଯୋଜନା ହୋଇ ଚାଷୀ ଓ ଗରିବ ଲୋକ ଉପକୃତ ହୋଇପାରିଥାନ୍ତେ।
କିନ୍ତୁ ଏବେ ଏତେ ବଡ଼ କ୍ଷତି ଓଡ଼ିଶା ସହିପାରିବ ତ? ଆମର ଆଗାମୀ ପିଢ଼ି ତଥା ଯୁବସମାଜକୁ ଆମେ କ’ଣ ଜବାବ ଦେବା? #GenZ ଙ୍କ ଭବିଷ୍ୟତ କ'ଣ ହେବ?
ଓଡ଼ିଶାକୁ ଦୁର୍ବଳ କରିବା ପାଇଁ ଚାଲିଥିବା ଏହି ଭୟଙ୍କର ଷଡ଼ଯନ୍ତ୍ରକୁ ଓଡ଼ିଶାବାସୀ କଦାପି ବରଦାସ୍ତ କରିବେ ନାହିଁ। ଏ ମାଟି ଆମର, ଏ ଖଣି ସମ୍ପଦ ମଧ୍ୟ ଆମର। ଆମ ଅଧିକାରର ସୁରକ୍ଷା ପାଇଁ ମୁଁ ନିଶ୍ଚୟ ଲଢ଼ିବି। ଶେଷ ନିଶ୍ୱାସ ଥିବା ପର୍ଯ୍ୟନ୍ତ ଓଡ଼ିଶା ଏବଂ ଓଡ଼ିଶାବାସୀଙ୍କ ହକ୍ ପାଇଁ ମୋର ସଂଗ୍ରାମ ଜାରି ରହିବ। ଏହି ଲଢ଼େଇରେ ଏକଜୁଟ ହୋଇ ସାମିଲ ହେବା ପାଇଁ ମୁଁ ସମସ୍ତ ଓଡ଼ିଶାବାସୀଙ୍କୁ ନିବେଦନ କରୁଛି।

With grave concern, I bring to the attention of Hon’ble Chief Minister Shri @MohanMOdisha ji about the recent passage of the Mines and Minerals (Development and Regulation) Amendment Bill, 2026 by Parliament. This legislation poses a serious threat to #Odisha's fiscal autonomy and constitutional rights over its natural resources.
The provisions introduced in this Bill will disproportionately impact mineral-rich states like Odisha, leading to massive revenue losses and stifling our state's developmental agenda. The Amendment raises critical concerns through the provisions: Encroachment of State Land and Fiscal Jurisdiction, Restriction on State Revenue Powers and Delegation of Power to the Centre.
Odisha's natural wealth belongs to her people, and the revenue generated from mining operations is crucial for financing healthcare, education, social welfare schemes, and infrastructure development across the state. By stripping the state of its power to impose taxes and cesses on its own mineral-bearing lands, the Union Government has dealt a heavy blow to federalism and state revenue autonomy.
Given the gravity of this situation and its long-term adverse implications for Odisha's economy, I strongly urge Shri Majhi to convene an All-Party Meeting immediately to build a unified consensus on safeguarding Odisha's federal rights and mineral revenues. Urge you to summon a Special Session of the Odisha Legislative Assembly to formally pass a unanimous Resolution opposing this Amendment Act and protesting the Union Government's usurpation of state powers.
Fiscal autonomy is a constitutional principle built into our federal system. This Bill directly undermines a critical pillar of the Centre-State relationship, taking India's federal structure in a distinctly retrogressive direction and striking at the foundation of cooperative federalism.
This issue transcends political affiliations, as it directly impacts the financial stability and future growth of Odisha. If the Central Government takes away the State's authority over mineral-bearing lands and its right to levy cesses, only pollution, displacement and burden of mining will remain with Odisha, while the benefits are taken away from its people. I hope you will act swiftly in the paramount interest of the people of Odisha.

Guinness World Records is saddened to learn of the passing of Nirmal “Nims” Purja, following an avalanche in Pakistan that also claimed the lives of nine other climbers.
Nims held multiple Guinness World Records titles including the most true-summit ascents of the 8,000ers (49 as of Sept 2025) and was the oldest person to climb Everest-Lhotse without supplementary oxygen (male).
Guinness World Records Editor-in-Chief Craig Glenday said: “Nims continually pushed the limits of what the human body is capable of, pioneering a form of mountaineering that challenged him as well as the entire climbing community.
“His commitment to championing the incredible contribution made by the Sherpa guides and porters will also be a lasting legacy.”
