Why should the rules not be same across the Country, why is the parents proof of nationality only being asked in Mumbai

@MumbaiPolice Sir, it requires that either of applicants parents was citizen of India at time of applicants birth.
So if the parents hold a valid Voter ID proof, valid Aadhar Card, valid PAN, valid Ration card, still will they not be reckoned as indian citizen at the time of the app. Birth?

Request support and clarity on proof of nationality of Indian Citizen born prior to 1960.
We need to make passport for an applicant born in 1992.
Applicant has birth certificate, marriage certificate, all proofs for nationality and proof

Proof of address.
Still at time of police verification for passport, we are being insisted to provide applicant's parents birth certificate. Applicants parents are born prior to act commencement.

We applied for a fresh passport for my wife under the Normal passport. As per passport seva website documents required proof of date of birth and proof of address. The application was successfully submitted and file number was

Parents of applicant are born in 1959, 10 year prior to the registration of births and death registration came into place.
The parents hold aadhar card, PAN card, voter ID.
Are all these non recognized as proof of nationality?
