From my understanding a glacier displacement high up the mountain caused a huge rock/ice avalanche plunging down the mountain into the Lhende River and thus blocking it causing water to back-up and a few hours later the dam of rock/ice broke and the water surged downstream causing water levels to rise by 9m.
If it did take a few hours for the water to back-up and build sufficient force to break through the dam question is if something could have been done during those hours to warn people
