As Parliament debates the NHS Modernisation Bill at its second reading today, the focus is on introducing a Single Patient Record across England.
The government estimates that the Single Patient Record could lead to 20,000 fewer A&E attendances and 6,000 fewer hospital admissions each year, while also reducing medication errors and easing administrative burden across the NHS. It also has the potential to improve people’s experience of care by reducing the need to repeat medical history and helping information follow them more easily when they move between services.
PRSB sets the specifications that define how health and care data is recorded and shared, making it trustworthy, comparable and useful across care settings.
We support a system where data is captured once, consistently understood, and used to improve care, learning and outcomes for everyone.
As plans for a Single Patient Record progress, standards will be essential to ensuring data flows where it is needed, when it is needed.

We are delighted to be launching a new phase of work to improve diabetes data sharing from self-management devices. Devices that monitor and manage glucose levels can improve control, confidence and quality of life. However, this data is not consistently shared between systems, making it hard for health professionals to access and use in care.
This project will explore how patient generated data from glucose monitors and insulin pumps can be safely integrated into electronic health records. We will be working closely with clinicians, service users, industry, our members and partners, and will consult widely as the work progresses. The National Commission into the Regulation of AI in Healthcare is bringing together global AI leaders, clinicians and regulators to support the development of a new AI regulatory framework and will make recommendations to the MHRA in 2026.
We responded this week to the Commission’s Call for Evidence, setting out our view that data quality must come first. High quality, standardised data is essential for safe, effective and interoperable AI.
In our response, we recommend:
• Compliance with recognised health information standards for AI
• An accelerator approach to bring industry and professional bodies together to agree care processes and clinical safety guard rails
• Information standards that evolve in step with AI
• Transparent, explainable AI systems so decisions can be understood, challenged or overridden where necessary

RCGP is calling for urgent GP IT investment ahead of Scottish election
The Royal College of General Practitioners has urged the next Scottish Government to prioritise updated IT software and hardware for general practice.
Findings from an RCGP member survey conducted in August 2025 highlight significant concerns about the state of current systems.
• 45% of GPs said their hardware is not fit for purpose
• 53% said their software is not fit for purpose
• 55% said their systems are not capable of effectively exchanging information with secondary care or community pharmacists
The College warns that outdated hardware, unreliable software and poor interoperability are contributing to inefficiencies and adding pressure in general practice.
