@kwerb @mfeldstein67 It prohibits dramatic restructuring. You've got highly specialized human capital that you cannot easily dismiss to make room for new requirements. For example, in a mgmt dpt you could remove 1 tenured prof for 2-3 support personnel to deploy different solutions
