Not to say hooks aren't important they are you should be testing a lot of hooks to get as much people through that gate as possible while filtering for the correct audience to feed Meta correct data on who to hown on (it takes retention as a signal)

If your hook is terrible but your core argument is strong, the people who do watch past it will still buy. Relying purely on hooks just buys you expensive clicks with zero intent. Focus on the argument.
Meta groups identical ads as one, so they serve to the same audience instead of new ones. Which is a obvious no no.
Change the messaging (the copy inside the ad), the format, the persona in the image etc. Hooks still count though Meta's smart enough to know that.
